Highly capable services update 

During the 2023-24 school year, Lake Washington School District formed the K-8 Highly Capable (HiCap) Program Review Committee, which included students, parents, GEAC, PTSA, teachers, administrators, and staff. The committee evaluated the Highly Capable Program by analyzing current practices, challenges, and opportunities. They engaged in rigorous discussions, examined Highly Capable education and programming at local, state, and national levels, and carefully considered stakeholder feedback and data. This collaborative effort led to key findings and recommendations for enhancing HiCap services moving forward. 

Key recommendations: 

• Address social-emotional needs, foster a sense of belonging, and enhance self-esteem. 
• Align identification processes and services for equitable assessment and program evaluation. 
• Provide HiCap curriculum, professional development, and coaching support for staff. 
• Ensure a continuum of academic services, both vertically and horizontally, using evidence-based grouping strategies.

Looking ahead to the 2024-25 school year, sub-committees will focus on building the pathway for implementation of these recommendations. We are excited about these recommendations and the positive changes that they will create for our students and schools. Families and caregivers should be aware that that district will take the necessary time to ensure a thorough process aligned with the new recommendations. We remain committed to delivering high-quality services for all students, including those requiring highly capable services. 

Important updates for 2025-26 identification: 

• The identification and referral process for the 2025-26 school year (occurring during 2024-25) will undergo adjustments. 
• We will continue universal screening for two grades- these grades have not been determined yet. 
• Expect delays in communication as we finalize the details and processes for identification and referral. Families will experience a longer wait for identification information than in previous years- information will be published on the webpage as it becomes available. 
• No services will change during the 2024-25 school year. The current identification process and services remain in place this year. 
• We will use a comprehensive body of evidence, including district data and multiple data points, to identify students. 
• Students outside of the universal screening grades can still be referred, and the appeal and portfolio review process will continue.
