First day of preschool 2020

Building updated as part of 2016 bond passed by voters

Redmond, Wash. – Staff cheered Monday, September 14, as the first preschool student walked confidently into the Early Learning Center at Old Redmond Schoolhouse. It is the first time in more than 20 years that Lake Washington School District (LWSD) has held classes in the building.

    Interim Mitigation Policy

    It is the policy of the Lake Washington School District No. 414 (the "District") to identify the environmental impacts of residential developments upon the facilities and the facility requirements of the District. Furthermore, the District declares that its policy is to seek full mitigation of such impacts. The District, where appropriate, will recommend that permitting authorities incorporate the appropriate conditions into land use, platting, zoning or permit approvals for each development or project, in order to mitigate the impacts of such development of project proposal on school facilities.

    The District shall request the appropriate permitting agencies to place the District on their mailing lists for notices of threshold determinations on any residential or housing developments. The District, as needed and appropriate, shall review environmental documents for proposed major residential or housing developments which it determines could impact the facilities of the District. The District shall examine, as needed and appropriate, the following factors including but not limited to: the increased number of students to be served by the District and the need for additional facilities; traffic and transportation impacts and requirements; student safety when traveling to or from schools; and the availability of public utilities and services required for District facilities.

    If the District identifies any impacts, or is requested by a permitting authority to identify any impacts, the District will notify the permitting authority of the identified project impacts and, where possible, suggest mitigation options and participate in hearings as required to ensure that the necessary mitigation measures are adopted. Where appropriate, the District may recommend specific sites or voluntary payments for the cost of mitigation, including but not limited to, the cost of construction or acquisition of new facilities (permanent, relocatable, or temporary), the cost of renting or leasing space in suitable buildings, and/or the cost of transporting students on a temporary basis to available space in other parts of the District.

    The District shall review the projected student enrollment rate annually, based on the fall actual enrollments and the spring kindergarten round-up. The District shall review, on an annual basis, its Long Range Facility Plan and update it according to the projected student enrollment figures. The District shall offer to meet at least annually with representatives of permitting authorities to review and discuss facility plans and enrollment projections.

    The District shall enter into negotiations with King County in order to conclude an impact fee interlocal agreement. The District shall prepare those planning documents that are necessary to conform with the Growth Management Act, including a six-year Capital Facilities Plan.

    The District shall enter into discussions with the cities of Redmond, Kirkland and Bellevue in order to explore the passage of impact fee ordinances in those jurisdictions.

    Until King County Ordinance No. 9785 is fully implemented through the adoption of an impact fee ordinance and the mutual acceptance of an interlocal agreement, the District shall participate in the SEPA process for proposed residential developments in order to secure voluntary mitigation payments on an interim basis. The District shall also respond to requests by permitting authorities for determination of adequacy. After the County ordinance and fee schedule for the District have been enacted, the District shall continue to monitor SEPA programs in all areas of the District; however, it shall be the District's policy not to seek mitigation for increased school enrollment from those developments which have paid a school impact fee; provided, however, that nothing in this policy shall prohibit conveyance of land in partial or total satisfaction of impact fees. In the cities of Redmond, Kirkland and Bellevue, the District shall continue to recommend mitigation measures until such time as those jurisdictions adopt impact fee ordinances pursuant to the Growth Management Act.

    The superintendent will adopt and promulgate regulations and procedures necessary to implement this Interim Mitigation Policy.
