Governance Approach & Responsibilities

Our approach to governance

Board visit

The Board uses Coherent Governance to ensure clarity of roles, alignment, and a focus on student success. LWSD applies this framework with high expectations, adopting aspirational policy language that reflects the level of performance the community expects. Monitoring is used not only to confirm compliance, but to identify progress, gaps, and opportunities for improvement.

How the Board uses Policy to Govern

The Board organizes its work through a structured set of policies that define expectations for governance, operations, and student outcomes. These policies ensure clarity of roles, alignment across the organization, and accountability for results.

Together, these policy areas form a comprehensive governance system that guides how the Board sets direction, delegates authority, and monitors performance.

Policy Area

Purpose

What It Means in Practice

Governance Culture (GC)

Defines how the Board governs itself

Establishes Board commitments, meeting practices, conduct, and self-accountability

Board–Superintendent Relationship (BSR)

Defines delegation and accountability

Clarifies that the Superintendent leads operations and is accountable to the Board for results

Operational Governance Policies (OGP)

Defines how the Board conducts its work

Establishes procedures for meetings, organization, elections, and Board operations

Operational Expectations (OE)

Defines expectations for district operations

Sets the values and boundaries for how the district operates (e.g., safety, finance, personnel, equity)

Results (R)

Defines outcomes for students

Establishes what students should know and be able to do as a result of their education

Board visit

Through these policy areas, the Board focuses its work on setting clear expectations, monitoring performance against those expectations, and ensuring the district is making meaningful progress toward its goals for students.

Each year, the Superintendent provides monitoring reports evaluating performance related to Operational Expectations and Results Board policy. These reports include interpretation, evidence, and conclusions regarding progress and compliance. When performance does not fully meet expectations, the Board uses this information to guide improvement to ensure organizational progress.

Responsibility to Respond to Appeals

The Board also serves a legal role as the final district-level decision-maker for appeals only when required under state or federal law, contract, or established district procedure.

Appeals are heard by the Board only after all established administrative processes have been followed. The Board does not intervene in individual matters outside of these required procedures.

Financial Stewardship and Accountability

The Board of Directors is responsible for ensuring the financial integrity and sustainability of the school district. This responsibility is carried out through the adoption of an annual budget and ongoing monitoring of the district’s financial health.

Each year, the Board reviews and adopts a budget that aligns with district priorities, student needs, and adopted Board policy. The budget reflects the Board’s commitment to responsible stewardship of public resources and the effective use of funds to support student outcomes.

Throughout the year, the Board monitors financial performance through regular reports that assess revenue, expenditures, and financial condition. These monitoring reports are aligned to Board policy and provide transparency regarding the district’s fiscal practices and adherence to financial expectations.

The Board does not manage day-to-day financial operations. Instead, it establishes expectations through policy and holds the Superintendent accountable for ensuring that financial practices are lawful, prudent, and aligned with Board direction.

Through disciplined financial governance, the Board ensures that resources are aligned with priorities and used effectively to support student success.

Student Representatives

2026-27 Student Board Reps

In 2022, the Lake Washington School District Board of Directors established Student Representative positions to formally incorporate student voice into Board governance and decision-making.

Student Representatives serve as valued contributors to Board discussions, offering insight into student experiences, perspectives, and priorities across the district. Over time, these positions have evolved to play an important role in informing Board understanding of how policies, programs, and decisions impact students in practice.

Student Representatives participate in open Board meetings as non-voting members, contributing to discussion while maintaining the Board’s governance role.

High school students are encouraged to apply during their sophomore year. The Board selects Student Representatives through an application and interview process, typically appointing two incoming juniors to serve two-year terms. Representation is balanced across the district, with students selected from both the east and west regions.

Legislative Priorities

The Board also advocates on behalf of the organization and its constituents. Each year the Board develops legislative priorities. This document outlines the board’s priorities for advocacy with state and local elected officials.
