Informational Meeting on School Impact Fees

Lake Washington School District will host a public informational meeting on the proposal that the City of Kirkland adopt school impact fees for the benefit of Lake Washington School District. The District will present an overview of the school funding system and how impact fees are a critical component of school funding. The presentation will include an explanation of the components of the school impact fee calculation. The District will also discuss how a school impact fee program would work within the City of Kirkland. NOTE: Any decision to adopt a school impact fee program is solely within the discretion of the City of Kirkland and subject to the City’s public review process.
The District currently receives Growth Management Act school impact fees from new residential development in King County and the cities of Redmond and Sammamish. As authorized under the Growth Management Act, cities and counties may charge impact fees to applicants of new residential development to pay for a portion of the cost of new school facilities that provide capacity to accommodate the students generated from new growth. The need for new capacity is based on the District’s adopted level of service standards found within the District’s Capital Facilities Plan. School impact fees cannot pay for existing deficiencies in level of service or for normal maintenance and repairs. The fee charged to each development is based on a development’s proportionate share of the facilities.
