Education of Students with Disabilities
The Lake Washington School District vision is that every learner will achieve a world class education. This world class education will provide students with the skills, knowledge and attitudes outlined in the Lake Washington School District Student Profile. A goal to achieve this vision is to identify all students with disabilities, accurately assess their learning needs, and provide appropriate special education and related services while using resources effectively and efficiently. The Lake Washington School District recognizes that students whose disabilities adversely impact educational performance and who require specially designed instruction have potential for improving educational performance when they receive special education and related services tailored to fit their needs. Each special education student in the Lake Washington School District will be afforded a full education opportunity. The Lake Washington School District will comply with federal and state requirements to implement the Individual with Disabilities Education Act and federal regulations to provide a free appropriate education, and improve performance goal indicators, while respecting the confidentiality of all personally identifiable information. The superintendent or designee is directed to develop specific procedures, consistent with federal (34CFR300.220) and state regulations to implement this policy. This policy and the procedures shall be consistent with the state's special education regulations and filed with the Office of the Superintendent of Public Instruction. The procedures shall address providing a free appropriate public education (FAPE), confidentiality of personally identifiable information, student participation in statewide and local assessments, the identification, evaluation, eligibility and reevaluation of students, the development of an individualized education program (IEP) for each qualified student and the delivery of services to address the IEP, student participation in general education as appropriate, placement in the least restrictive environment (LRE), procedural safeguards for student rights, parent participation, transition services for preschool age students, services to private school students unilaterally placed by parents, qualification of staff, personnel development, and administration and evaluation of the special education program.
Not all students with disabilities are eligible for special education services. The needs of those students will be addressed individually and if, appropriate, the student will be provided accommodations or modifications required under ß 504 of the Rehabilitation Act, Title II of the Americans with Disabilities Act, and the Washington law against discrimination.
Free Appropriate Public Education (FAPE)
The Lake Washington School District will serve eligible students birth to three and recognizes the eligibility category "developmentally delayed" (DD) for eligible students three to nine years of age. The superintendent shall develop procedures to implement this category.
