The school district may cosponsor contests of an educational value sponsored by nonprofit organizations outside the schools provided they are not in conflict with the educational aims of the school or with the needs and interests of the students and provided that such organizations in their cosponsorship observe open meeting practices, nondiscrimination, and other requirements set forth by law, policy, and regulations governing this school district.

The superintendent is authorized to institute rules and regulations establishing eligibility standards for approval of contests which the district shall cosponsor.
