The superintendent shall develop regulations and procedures by which individuals, 15 years of age and under 19 years of age who possess substantial and warranted reasons for leaving the regular high school program, and for individuals 19 years of age and over, may apply to the district to take the General Educational Development test in order to obtain the Certificate of Educational Competence from the State Superintendent of Public Instruction.
The Certificate of Educational Competence does not replace the high school diploma, and it does not reflect completion of the usual course of sequential studies. The issuance of the Certificate of Educational Competence does not preclude an individual returning to high school to obtain a regular diploma.
