Federal Funds and Other Revenues
Revenues from federal and other grants and programs may help the district provide the best educational services possible within the limits of available resources. If the district participates in such a program, it shall comply with all external requirements that may be a condition to the receipt of the federal or other grant funds.
Distribution of Educational Resources Among Schools
Basic certificated and classified staffing and funds to purchase supplies, books, instructional materials, and other non-employee related cost items shall be distributed in an equitable manner among all schools in the district taking into account such variables as size of school, grade levels encompassed, and special student needs. From time to time, and in accordance with board policy, the district may provide additional resources to some schools for the purpose of developing innovative and/or creative programs for students. Such programs may be of a temporary nature until their merit has been clearly established. At such time that merit has been determined, these programs may be discontinued or adopted in other schools.
Parent Involvement
Parent participation in local Chapter I schools is vital to the success of student achievement. Parents with children in the Chapter I program shall have the opportunity to participate in the design and implementation of the program. The Chapter I program shall foster parent involvement.
Comparability and Fiscal Management
Recognizing that federal grants and programs may provide helpful financial resources towards meeting the educational needs of the students, the board agrees to comply with all federal and state requirements that may be a condition to receive federal funds, including but not limited to:
- Maintenance of fiscal records that show the receipt and disposition of federal funds,
- Provision for eligible private school students to participate in programs and/or services designed for the educationally disadvantaged as well as other programs which are supported by Education Consolidation and Improvement Act funds,
- All employees paid on a district-wide salary schedule,
- The staff, including teachers, administrators and auxiliary personnel assigned equitably among schools, and,
- Instructional materials are distributed equitably among all schools.
Federal Impact Funds (Indian)
The district shall disseminate material related to the P.L. 81-874 application, program evaluations and program plans and/or changes to parents and tribal officials in a timely manner. As part of this communication process, the district shall invite and/or solicit input from parents and/or tribal officials regarding all phases of the educational program. The district shall form a task force for the purpose of reviewing parental/staff input and incorporating that input into the program plan.
The district also shall conduct planning and information sessions during the year. All parents of Indian students and representatives of the tribal council shall be invited to attend these meetings. At these sessions, the district may:
- Review the annual descriptive guide of the district,
- Explain how Indian students gain access to and are served by the district's education programs, and how educational programs are modified to ensure equal opportunity and participation by Indian students,
- Review the identified needs of the district with particular attention directed towards assessing the needs of Indian students, and,
- Discuss proposed programs and services, as recommended by the task force, which are being considered to satisfy the stated needs, and the extent to which are Indian students are expected to be served.
Prior to approval of the P.L. 81-874 application the board shall conduct a final hearing to review the Indian parent and tribal council involvement activities conducted during the year; the input that has been received; and, a description of the educational programs and services that are being proposed for the ensuing school year. More specifically the purpose of this hearing shall be to present the district's program of basic operation and proposed uses of P.L. 81-874 funds, and to accept statements/expressions regarding the needs of Indian children and the ways in which P.L. 81-874 funds may be used to meet those needs. Notification for the hearing shall be advertised as an official announcement in the newspaper and shall be provided in writing to the tribal council and to each parent of Indian children enrolled in the schools.
Parents of Indian students and members of the tribal council shall be advised of the Federal Impact Funds policy and procedure. Expressions of concerns and/or suggestions regarding the policies/procedures of the district are welcome. Any parent of Indian students or a member of the council may file a complaint regarding the application of P.L. 81-874 funds with the district. Said complaint should be submitted in writing to the superintendent of schools. Any complaint not satisfactorily resolved may be submitted in writing to the Board of Directors of the district. The board may elect to respond in writing to the complaint or hold an informal hearing with the complainant(s). A decision shall be rendered within 20 working days following submittal of the complaint to the board.
