Every school site shall be master-planned for ultimate development (including portables). This planning should include the locations of all buildings, grounds, and service facilities.

The superintendent or designee shall be authorized to proceed with boundary and topographic surveys of sites as well as aerial photographs when needed for preparation of plans for site development and buildings. He may also proceed with soil bearing value tests, ground current tests, and other professional services which may be required and which are recommended by the assigned architect. The superintendent or designee may proceed with these commitments without separate board approvals as long as the cost of these commitments is within the funds reserved in the capital project fund accounts.

Sites — Submittals by Realtor

It shall be the policy of the Board of Directors of the Lake Washington School District No. 414 to seek sites in areas where needed and to accept submittals of property for future school sites from any owner of property or from any licensed realtor.

It is understood that nothing in this policy shall in any way limit the use of condemnation proceedings by the School District for acquisition of needed property nor for establishment of a proper price for such property.

Relations with other Governmental Units

The board shall not purchase an elementary school site within one-half mile of a district boundary nor a secondary school site within one mile of a district boundary without first discussing the location with the neighboring school district. The board expects to maintain a reciprocal agreement in this regard with each neighboring district in order to avoid the problems which occur when schools are built too close to neighboring districts.
